A Review of the Current Part A Medicare Skilled
Nursing Benefit
The Medicare Part A program for Skilled Nursing Benefits has very clear Technical and Clinical eligibility requirements as well as physician certification. This session will review the specific Technical and Clinical eligibility requirements and certification documentation standards to justify Part A Skilled Nursing Facility Benefits. Documentation of all eligibility requirements and certification must be carefully included in the medical record. This interactive session will discuss the specific documentation rules and the source documents with the requirements including Medicare Benefit Policy Manual Chapter 8 and the current R.A.I. Manual. Standardized Patient Assessment Data Elements (SPADEs) will also be discussed as we prepare to include these new items in the MDS 3.0 data base as required by the Impact Act and other CMS Policy. Internal compliance audit process & documentation will be introduced.
Objectives:
1. Identify the three main compliance documentation requirements for Medicare Part A Skilled Care Compliance.
2. Review the primary regulatory documents that define skilled care - Medicare Benefit Policy Manual Chapter 8 and Resident Assessment Instrument Manual.
3. Discuss the components of Technical Eligibility - Clinical Eligibility and Physician Certification in the regulatory documents.
4. Describe proper documentation policy to prove eligibility and certification in the medical record.
